How can I change Bromine or Chlorine levels with this?

By simply adjusting the dispensing holes at the bottom of the dispenser.

Will this work in my pool?

Yes, But test the water every day to make sure it is getting enough bromine/chlorine. This would be best for small pools.

Do you leave the dispenser to float whilst the Spa or Pool in use?

No, it should be removed to prevent children from playing with it as a toy.
